D. MICHAEL SHAFER

D. MICHAEL SHAFER, Professor and Director of the Rutgers Citizenship and Service Education (CASE) Program, and of www.njserves.org, the virtual home of New Jersey's nonprofits, received his B.A. from Yale and Ph.D. from Harvard. Dr. Shafer is author of Deadly Paradigms (Princeton 1988), Back in the USSR (with co-authors, Macmillan 1988), The Legacy (Beacon 1990) and Winners and Losers(Cornell 1994), as well as chapters in, for example, Business and the State in Developing Countries (Cornell 1997), and articles in the The Oxford Companion to the Politics of the World, and such journals as Comparative Politics, Foreign Policy, International Organization, Political Science Quarterly, Southern Africa and Third World Quarterly. Professor Shafer has been teaching international relations and international political economy at Rutgers since 1984, has taught overseas at Korea University, University of Colombo, University of Cape Town, and University of Natal, and is the winner of numerous teaching awards. Professor Shafer is a member of the Council on Foreign Relations, and lectures worldwide on issues of foreign and defense policy, and political economy. He has twice been a 21st Century Trust Fellow, and received a Pew Fellowship in International Affairs (Harvard) in 1992. In recent years, Professor Shafer has dedicated much of his time to the development of Rutgers CASE, now one of the largest and most international citizenship education programs in the country. As the Director of CASE, Professor Shafer consults widely on the development of civically engaged universities in the US and abroad. With funding from USAID, USIA, the Department of State and the European Union, Dr. Shafer has helped to establish programs modeled upon CASE at universities in Costa Rica, Estonia, Japan, Lebanon, Poland and South Africa, and is currently engaged in establishing similar programs in Latvia, Lithuania, Moldova, Mongolia, Nigeria, and Korea. At CASE, Professor Shafer also created and operates www.njserves.org an Internet portal for the New Jersey civic sector. In addition to serving as a source of information for New Jersey citizens, nonprofits, government agencies and corporations, njserves.org is a test-bed for the development of Internet tools for citizens. A Leadership New Jersey Fellow in 1998, Professor Shafer is actively engaged in New Jersey affairs. He is also a co-founder and board member of Cobalt Studios, a unique school of scenic painting in Bethel, NY.
